The Tools->Options->Vehicle Spy Setup - Performance tab has an advanced setting that tells Vehicle Spy how fast to run.  The default is 3 milliseconds.  The lower this number, the faster Vehicle Spy will try to run.  Lowering this setting can adversely affect the performance of other programs running on the computer depending upon the program and the power of the computer.
